REQUIRED DOCUMENTS FOR IMPORT APPROVAL FROM NDET, MCI (via SINGLE WINDOW)

1. Business License

2. A copy of personal identification, Identity Card, or Commercial Manager's Passport

3. A copy of the debt clearance certificate issued by the Tax Authority – valid for at least 3 months

4. TIN Number

PROCESS STEPS

Step 1: Prepare the request along with all required documents.  

Step 2: Submit the request to the National Director of External Trade (NDET) 

Step 3: NDET to Register the Trader with Single Window

Step 4: Trader to collect their password from Customs

Step 5: Trader to enter the documents into the National Single window

Step 6: The request is then evaluated by the NDET, Export, and import department. 

Step 7: NDET will issue the approval that can be used for multiple imports and will be valid for three months. 

If the information provided by the importer shows that he does not have a valid commercial license due to it having been suspended or expired, the NDET must notify the Timpor-Leste Customs Authority and the importer that he does not meet the conditions to import the vehicle(s) in question.

Step 8: Importer Submit the import declaration and DNTT approval to Timor-Leste Customs.

         If the information provided by the importer indicates that the motor vehicle is less than 5 years old from the date of original manufacture (chassis date) to the date             of entry into the customs territory in Timor-Leste, a physical inspection of the vehicle is conducted.

         If the information provided by the importer in the written application indicates that the motor vehicle is more than 5 years old, or if the vehicle is not approved for             use on public roads in Timor-Leste, the AA will refuse approval to import the vehicle. 

Step 9: The Joint inspection of the vehicle is carried out by Timor-Leste Customs, DNTT, and the NDET.

Step 10: Pay the Taxes to the Customs at the Tibar Port, After That they return to DNTT With the Proof of payment And then Pay DNTT for the number plate, DNTT insert the number plate register into NSW.

Step 11: Clearance of the vehicle. 

Step 12: DNTT Register the vehicle.

NOTES

1. If the import is not authorized, under the terms of the law, the Customs Authority must notify the importer so that within 30 days it can re-export the said vehicle, with all costs of the process being borne by the importer

2. After 30 days and if the importer does not comply with the previous point, the Customs Authority must notify the importer that the vehicle will be seized and is lost in favor of the State, under article 368 of the Code Customs, Decree-Law no. 14/2017, following the customs procedure of sale at public auction

3. In cases where it is proven that the importer falsified the documents to circumvent the rules relating to the importation of vehicles, they will be seized by the Customs Authority, being considered lost in favor of the State, under the terms of article no. 368 .º of the Customs Code.

4. Fees for services as follows: container inspection to Timor Port with cash in USD, 20ft cost $185.68, 40ft cost $371.35, Flee truck 40ft cost $435.01
