PROCESS STEPS

Step 1: Prepare Applications along with all required documents.  

Step 2: Submit the application to the Commercial Registration and Verification Service (SERVE)

Step 3: For low-risk import activities, the Commercial Registration and Verification Service (SERVE) reviews and verifies the application. 

Step 4: For medium or high-risk import activities, Commercial Registration and Verification Service (SERVE) forward the application to the respective department of the Ministry of Tourism, Trade, and Industry for further assessment. 

Step 5: Submit additional information if required 

Step 6: Collect the Export Licence after successful review.

1 Export License Individuals and business entities importing and exporting goods on a commercial basis are required to obtain authorization from the Ministry of Commerce and Industry, in accordance with the Licensing of Commercial Activities Law (Decree Law 24/2011). Article 9 of DL24/2011 sets out the criteria and information requirements for obtaining a Commercial License. Applications are lodged with the Commercial Registration and Verification Service (SERVE), which is authorized to approve Exercise Activity (AEA) for businesses engaged in low-risk activities. For medium and high-risk activities, SERVE will pass on the application for business authorization to the Ministry of Commerce, Industry and Environment (MCIE) for further assessment. The list of activities by risk categories is not publicly available. In addition, the DGCA requires all commercial importers to prove they have a Timor-Leste Taxpayer Identification Number (TIN) and companies must prove they are incorporated. TINs are assigned to taxpayers by the Tax Authority. Licensing Requirement Autoridade Nacional do Petróleo (ANP) Article 9 Requests for Commercial Licensing A request for licensing shall be in the form of an application addressed to the licensing entity and shall include: a) for individuals: name, age, nationality, place of birth and domicile or for b) commercial companies: trade name and head office; c) commercial activity being requested, as per Attachment to this statute and integral d) part hereof; e) evidence of commercial registration by the pertinent entity and respective by-laws; and f) location of the premises or the address of the requesting party in the case of street vending or merchant.
