Procedure to obtain annual quota and Import License for HCFC

PROCESS STEPS

Step 1: Importer apply for annual quota to import HCFC before the 1st of November every year 

Step 2: The application is then evaluated by the National Ozone Unit of Timor-Leste and if approved will allocate a quota to the importer with a 15% buffer 

Step 3: The National Ozone Unit of Timor-Leste notifies the importer of the results of the quota allocation before the 1st of December of each year 

Step 4: The importer prepares and submits the application for an import HCFC license with the required documents 

Step 5: The application is then reviewed by the National Ozone Unit of Timor-Leste and if approved an import license is issued up to the allocated quota

Step 6: The importer then submits the import declaration to the Timor-Leste Customs Authority and enters the reference number stated in the import license 

Step 7: The National Ozone Unit of Timor-Leste approves the shipment via the National Single Window System 

Step 8: Shipment is Cleared by the Timor-Leste Customs Authority

Step 9: The National Ozone Unit of Timor-Leste inspects the warehouse and physically inserts the labels 

The National Ozone Unit of Timor-Leste also collects the Customs Clearance form from the importer

1 HCFC Import License Imports of refrigerators, air-conditioners, and refrigerant gas which contain ozone-depleting substances are, starting in 2013, being phased out and may only be imported by registered importers in possession of a HCFC Import License. The HCFC Import License allows for either the import of cylinders containing HCFCs or refrigeration on air conditioning equipment containing HCFCs. Licensing Requirement Ministry of Commerce and Industry (MCI) Importers wishing to import equipment containing HCFC are required to register with the National Ozone Unit located in the Ministry of Commerce. Only those importers who imported HCFC cylinders in 2012 are eligible to register going forward. All other importers are eligible to register to import refrigeration or air conditioning equipment. Once registered the importer will require a separate license each time they import these products.
