REQUIRED DOCUMENTS 

1. Documentation certifying the origin of Fuel, Biofuel, and Lubricant

2. Documentation issued by the entity selling the Fuel, Biofuel, and Lubricant to the Licensed Importer and Exporter, confirming the acquisition

3. Documentation issued by the entity selling the Fuel, Biofuel, and Lubricant to the Licensed Importer and Exporter confirming the place of storage at the origin

4. Documentation certifying the place of loading for transport

5. Documentation on the Fuel, Biofuel, and Lubricant transporter and on the means of transport, including any applicable certification

6. Documentation issued by the entity selling the Fuel, Biofuel, and Lubricant to the Licensed Importer, confirming that the type of Fuel, Biofuel, and Lubricant and the respective product specifications are in accordance with the applicable Timor-Leste statutes and regulations on Fuel, Biofuel, and Lubricant Quality Standards and Specifications, and detailing the specifications of the Fuel, Biofuel and Lubricant sold

7. Documentation on the entity to whom the Fuel, Biofuel, and Lubricant, is/are destined

8. Documentation confirming the Storage Facilities where the Fuel, Biofuel and Lubricant, will be stored

9. Documentation issued by the Licensed Importer, Exporter, or Trader, confirming the sale

10. Any additional documents required. 

PROCESS STEPS

Step 1: Prepare Applications along with all required documents.  

Step 2: Submit the application to the Autoridade Nacional do Petróleo (ANP) through trading electronic platform under www.license.anp.tl

Step 3: ANP reviews and verifies the application. 

Step 4: If the application is approved, The approval notice will be sent or transferred to ASYCUDA through Timor-Leste Single Window (TileSW).

NOTES

1. A Request for Authorization of a Fuel, Biofuel, and Lubricant Trading Transaction issued shall automatically lapse if the authorized Transaction is not completed within sixty (60) days of the date of the ANP’s decision, in which case a new authorization process must be initiated by the Licensee, by submitting a new form and updated documentation and information.

2. The Fuel, Biofuel, and Lubricant must be accompanied at all times by the Transaction Authorization and Product Certificate of Quality as well as by any other documentation required by the ANP under separate applicable Regulations, a notably certified copy of the operator’s valid Downstream Activity License.
